Churchill Medical Centre and Kingston Primary Care Trust
Churchill Medical Centre has complained to the CCP that Kingston Primary Care Trust (PCT) has breached the Principles and Rules of Cooperation and Competition by preventing it from opening a new branch surgery at 164 Tudor Drive, Kingston.
The CCP is assessing the actions of Kingston PCT under the conduct provisions of the Principles and Rules of Cooperation and Competition to ensure that they do not have an adverse effect on patients or taxpayers.
The CCP has now completed the first phase of its investigation into the conduct complaint made by Churchill Medical Centre. The information received to date in has raised a number of issues warranting further investigation before the CCP can reach a view on whether or not there has been a breach of the relevant provisions of the Principles and Rules of Cooperation and Competition. The CCP is now undertaking a more detailed review of the issues.

At the end of Phase 1, the CCP will either:
- advise that the conduct in question is consistent with the Principles and Rules of Cooperation and Competition, or
- suspend its inquiry subject to the implementation of measures agreed with the parties that address concerns identified by the CCP during Phase 1, or
- proceed to a more detailed Phase 2 investigation.
** Phase 2 allows the CCP to undertake a more in-depth investigation where this is required to fully assess the matter.
